I am just astounded that a 13 year old has not been taught how to write a letter! I am even more astounded that your mother is refusing to pay the postage after suggesting you write to your friend. As to your Qs,yes,it is always a good idea to put your return address both on the outside of the letter & inside as well.To post it you can fold & place it inside an envelope. You will need to take it to your local post office to find out how many stamps you need. They have to be paid for & your mother should do that. The stamps are to show you have paid the postage.Remember to fold it into a small package. You need to post it at a post office because they need to weigh it if it is bigger than a regular sized envelope. Good luck.

Put it in an envelope, address it, put on your return address. Take it to the post office and tell them you need to know how much it'll cost to mail it to be sure you have enough money. Then you'll know if you have enough or not.
